Job Description

We are seeking a Programme Manager to lead the delivery of our Security Programme Initiatives here at Genomics England. In this role, you will lead a critical security programme, ensuring strategic alignment, proactive risk management, and successful execution.  

You will work closely with senior leadership, including the Chief Technology & Product Officer, Director of Assurance, and Head of Information Security, to drive key initiatives forward. Collaborating across teams, you will engage with Product, Engineering, Security, and Assurance, as well as Scientists, Bioinformaticians, and external partners.  

With full ownership of programme delivery, you will oversee planning, resourcing, budgeting, and governance to maintain high standards of execution. Your focus will be on steering our most critical deliveries, working with internal teams and third-party suppliers to achieve successful outcomes. 

Everyday responsibilities Include: 

Develop and maintain a structured programme plan, outlining key milestones and ensuring all teams have aligned project plans. Support the CTPO in long-term strategy, scope management, and replanning when needed. 
Ensure clear communication of programme requirements, working closely with the CTPO to prioritise work through the OKR process and address cross-organisational challenges. 
Continuously track progress and performance, ensuring teams and squads stay aligned with goals while proactively resolving technical and operational issues alongside Delivery Managers. 
Implement a robust risk management framework, capturing and managing risks, dependencies, and decisions while fostering a proactive, solution-oriented culture. 
Support budget and resource planning, collaborating with Finance to manage funding and ensuring teams are well-resourced, escalating any gaps to leadership. 
Oversee procurement processes, ensuring compliance with policies and working with Procurement to track and validate procurement activities. 
Lead governance and assurance activities, acting as the secretariat for Programme Boards, providing governance reports, and coordinating external compliance reviews (e.g. ISO Audits, Governmental Gateway reviews). Skills and experience for success: 

Proven ability to manage and deliver complex technical programmes. 
Experience in implementing and maintaining governance framework and compliance processes. 
Skilled in identifying, assessing, and mitigating programme risks.
Strong experience in engaging senior leadership, technical teams, and third-party vendors to drive programme success. 
Ability to oversee and align technical initiatives with business and security objectives. 
Adept at structuring work, prioritising tasks, and ensuring timely delivery of key initiatives.
Familiarity with leading or supporting procurement processes.  
Experience in budget monitoring and development.  
Familiarity with security frameworks and cyber security principles is advantageous, but not essential.  

Qualifications

While we recognise the value of relevant qualifications or certifications, we are primarily interested in your real-world experience.

Salary from: £63,500
