Head of Strategic Asset Management

Our Public Sector Client is looking to strengthen its Asset Management leadership team and is recruiting a Head of Strategic Asset Management to join their team.

Job-specific

  • Develop and manage the Council’s strategic approach to asset management through detailed maintenance and analysis of asset data and ongoing consultation activities with staff and residents.

  • Lead on the implementation of the Asset Management Strategy, being accountable and responsible for establishing, implementing, reviewing and revising plans which translate strategy and priorities into delivery.

  • Making presentations as required to internal and external stakeholders.

  • Develop and maintain a robust assessment of the performance of all property assets maximising return on investment to include financial, social and environmental aspects.

  • Oversee the development of a grading system of asset risks to inform an active asset management approach for decisions on the redevelopment, investment, change of tenure, new provision and disposals.

    Key job outcomes

  • Ensure the management and delivery of a balanced 30 year Housing Revenue Account business plan.

  • Ensuring that the Council meets its statutory requirements for Energy, Landlord Compliance, Building and Fire Safety within its stock of council housing; and other legislation as it becomes statute.

  • Provide leadership and shape responses to cross-cutting issues including management of IT contracts, asset management, equalities and inclusion and the accessibility of services.

  • Deliver policies, strategies and plans in consultation with senior colleagues and service users that continually improve the delivery of housing services to customers and citizens.

  • Provide service wide leadership to ensure the Landlord function complies with legislation, regulation including the Regulator of Social Housing’s consumer standards. Lead preparation and the response to regulatory inspection.

  • Provide service wide leadership to ensure residents are engaged, feedback captured and used to drive service wide improvements.

  • Develop, monitor and evaluate service plans that identify and drive change and improvement across the service that meet the strategic objectives of the service and comply with new legislation and regulation.

  • Develop relationships with a wide range of stakeholders and organisations to deliver outcomes and shape services.

    Essential criteria:

  • Relevant professional qualification in a property related field or relevant experience in property

  • management and evidence of continuing professional and managerial development.

  • Relevant professional qualification CIH, RICS or CIOB

  • Ability to represent the organisation internally and externally at a senior level with all stakeholders.

  • Ability to write clearly and effectively and deliver complex information to a wide range of audiences.

  • Ability to develop and effectively maintain evolving strategies to deliver efficiencies.

  • Ability to interpret data to provide trend analysis and forward planning.

  • Understands risk management and able to assess promote risk awareness without being risk averse

  • ARLA, IAM and would be interested in Managing safety and familiarity with Building Safety Act and Fire Safety Act - useful but essential.
