This role has a starting salary of £52,047 per annum, based on a 36 hour working week.This position is being offered as a one-year fixed term contract, reporting to the Business Improvement Manager.

We are seeking a highly motivatedProgramme Officerwho can launch and direct the delivery of our Growth and Innovation Fund programme, aligned with our economic priorities.

This is a hybrid role with at least one day per week in Woodhatch Place (usually Tuesday) as well as regular attendance at meetings across Surrey, and occasionally further afield. The postholder is expected to spend at least 40% of their time working from SCC offices or working from other locations in Surrey to engage with partners and based on business need.

The Economy and Growth team focuses on sustainable economic development across Surrey, working as 'One Council' to grow a sustainable economy and ensure no one is left behind. We provide strategic services in business support, innovation, skills, and places for the benefit of Surrey's 1.2 million residents.

About the Role

We are seeking a high calibre Programme Officer to join our Economy and Growth team to lead the delivery of the Growth and Innovation Fund investment programme. This is an exciting opportunity to help direct and shape the future investment of capital and revenue funding to deliver economic outcomes across Surrey.

You will be responsible for overseeing the investment of up to £10 million of former Local Enterprise Partnership (LEP) growth funds and UK Shared Prosperity Funding. You will lead the funding approval process, ensuring a fair, transparent, and evidence-based approach for allocating funds in line with the Growth and Innovation Fund Framework.

After funding allocation, you will oversee project delivery, tracking spend, risk, and outcomes. You will manage stakeholder engagement and provide updates to senior officers and elected members on programme progress.

You will ensure a collaborative approach across teams and the wider organisation, maximising funding impact to deliver cross-cutting objectives. This includes contributing to tools like the CRM system and project reporting processes.

Shortlisting Criteria

We are looking for a Programme Officer who can bring a positive attitude to embed and champion the principles of horizontal ways of working, to deliver on our vision, strategic priorities and the Surrey Way.

To be considered for shortlisting for this position, your application will clearly evidence the following:

  • Experience in managing project delivery with strong governance, financial management, contract management, and reporting processes.
  • Ability to provide recommendations to senior officers and elected members on Growth and Innovation Fund investments, along with delivery and risk updates.
  • Strong people and partnership skills for engaging with internal and external stakeholders in programme delivery.
  • Competence in line managing the Business Grants Officer position.
