CarmichaelUK are seeking an experienced LTQR Engineer to join a major infrastructure upgrade project at Devonport Dockyard. This is a unique opportunity to work on one of the UK’s most significant defence programmes, supporting the delivery of Lifetime Quality Records (LTQR) and construction assurance across a highly regulated environment.

Due to the sensitive nature of the site, BPSS security clearance is required (process may take up to 8 weeks). Applicants must hold a valid passport from an EU, NATO, Five Eyes, or MISWG member country and have resided in the UK for the past 5 years.

The Role

As an LTQR Engineer, you will play a key role in ensuring progressive delivery of compliant LTQR packages and construction assurance deliverables. You’ll work in a live MOD facility, collaborating with stakeholders across the project, supporting training, and driving quality assurance to the highest standards.

Key Responsibilities

Review & Compliance: Assess LTQR packages for completeness, accuracy, and compliance. Support technical reviews, monitor performance, and step in to assist with package compilation where required.

Reporting & Coordination: Provide progress updates, risk insights, and maintain trackers/dashboards. Support the LTQR Manager and engage confidently with stakeholders.

Training & Guidance: Deliver training and one-to-one guidance to ensure consistency in process and standards.

Continuous Improvement: Share lessons learned, promote digital transformation, and champion best practices.

Health, Safety & Wellbeing: Uphold site safety, equality, and respectful behaviour.

Information Security: Protect sensitive information in line with project requirements.

About You

We’re looking for someone with the technical knowledge and confidence to influence quality standards on a complex project.

βœ… Experience: Proven background in Construction Assurance Packages, LTRs, LTQRs, or similar assurance models (major infrastructure experience such as HS2, Tideway, Crossrail desirable). Nuclear/defence experience is advantageous but not essential.

βœ… Qualifications: PCQI/MCQI membership, HNC/HND, NVQ Level 4/5, or relevant degree. Vocational backgrounds in Construction Quality will also be considered.

βœ… Technical Skills: Ability to interpret technical drawings, ITPs, and specifications. Confident in reviewing evidential submissions, identifying inconsistencies, and engaging with supply chains. Suitable for Section/Site Engineers looking to transition into Quality roles.

βœ… Digital Proficiency: Strong Excel skills required; Power Query/Power BI advantageous. Experience with ASite, ProjectWise, Synchro, or Bentley Systems expected. Awareness of BIM processes desirable.

βœ… Communication: Excellent written and spoken English, with strong attention to detail, consistency, and structured reporting.

βœ… Personality: Calm, approachable, and methodical, with the confidence to uphold standards in fast-paced environments.

Location & Flexibility

Hybrid working – typically 3 days per week at the Site Project Office in Devonport, with flexibility based on project needs
