The Opportunity

We are hiring a Proposal Manager in our Glasgow, UK office. Joining our team of Proposals professionals, you will own multiple Services proposals across different Black & Veatch solutions in the EMEA region. These solutions encompass Sustainable Processes (such as Hydrogen & Ammonia, Sustainable Fuels, Carbon Capture, Gas Processing), Renewables, Advanced Power Generation, Data Centres and more.



We work a hybrid schedule of 3 days per week in the office, 2 days remote. During your first 3 months onboarding you’ll spend 5 days per week in office to help you settle in and build connections. Some travel to other BV offices, client sites, conferences etc throughout the region may be required.



In this role, you will have the opportunity to:




  • Be an integral part of the multi-functional proposal development team that includes Client Segments, Solutions, Engineering, Estimating, Procurement, Construction, and Business Services
  • Manage proposal efforts and incorporate best practices to develop client-centric, visually appealing, and compliant sales documents.
  • Be responsible for all major proposal efforts which includes but is not limited to: reviewing RFPs to determine client requirements; preparation and assembly of proposals; developing proposal and project execution strategies; writing, reviewing, and editing proposals; compiling proposals for submission; and determining resources required to complete major pursuits.
  • Demonstrate your advanced understanding of Pursuit Strategy Development, Financial Metrics and how it relates to successful project execution.
Key Responsibilities

Acts in capacity of a lead. Lead proposal effort on assigned proposals, responsible for proposal plan, governance, schedule, budget, and quality.
Collaborates with key internal business partners to develop and implement the proposal win strategy and establish the proposal schedule.
Works with client account manager, managing director, project director, solution lead, engineering, estimating, procurement, project controls, construction staff and partners, and other staff as needed to develop the proposal.
Responsible for coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups for assigned proposals.
Writes, reviews, and edits proposals, and ensures content and layout are consistent and meet brand standards; compiles proposals for submission.
Actively implements proposal process improvements, incorporates lessons learned and cost reduction ideas, and analyzes market intelligence of competitors.

Management Responsibilities
Acts in capacity of a "lead person." Does not have management responsibility for the people to whom they provide work direction.
Preferred Qualifications

Bachelor's Degree in Engineering.
Experience working in an EPC and/or project management firm.


Project execution experience with Sustainable Process, Renewables, Power Generation or other similar solutions.

Minimum Qualifications

Several years relevant experience (typically 5+ years of project or proposal experience)
